The iPad can be set up and it can also connect to WiFi but it will be unable to be used with an Apple ID so that means you won't be able to download any applications or use any of the functions that require an Apple ID. I am not sure if it would be able to be used with cellular as it can't be used with an Apple ID but it's possible. AT&T is the carrier. Please see photos! Thank you for looking!
